The Russian citizens permanently residing in the USA and registered in the Consular Department of the Russian Embassy in the USA (Washington DC) may apply for Russian passport renewals if:

- Return permit to the Russian Federation
Return permit to the Russian federation is issued for the Russian citizens, permanently residing in Russia, who have lost or spoiled their Russian international passport during their stay in the USA.
Return permit is issued only for the purpose of returning to the country of permanent residence (Russia) for the exact date of departure for Russia. The Russian international passport is then annulled and returned to the passport holder. Return permits are issued for the period of 15 days from the issue date. Upon arrival to Russia, return permit is to be submitted to the local department of internal affairs that has issued the Russian international passport. A new Russian international passport is processed by the local UVIR according to the address of permanent residence/registration in Russia.
